It was PAt Thoyts (from the Tcl team) who creaed the starkit, he did it for himself because he didn't want to use any non-starkit-ed software on his machine... I don't know how it works, how we could create it, but iirc, the only problem we had was that we weren't using stubs for the compilation of the windows binaries... I don't have time to look into it either...
