if you're a student from another country (scholar visa) you pay the full  
10 000$
if you're a citizen (or immigrant) of canada but not of Quebec, you pay  
maybe 4 000$ (funded by government of canada)
if you're canadian and quebecois, you pay 2000 $ (funded by government of  
canada AND quebec)

most people think they only pay 2000$, but in the end, the school still  
receives 10 000$ per person... a real scam!
