It was written for us by David Luyer, and we are the only ones using this modifed version (the original version was written by Daniel Steffen), so yes we need to give the source code under our license.

The tclCarbon utilites in the trunk are outdated. I've got updated  
versions of both utilities (tclCarbonNotification &  
tclCarbonHICommand), with source code included (as they are now  
compiled C code). The versions I've built are Universal Binaries,  
and they should work with 10.3.9, although I don't have a computer  
to test this on.

The problem with the current version is that the code we call the  
commands from refers to the newer version, which isn't in the  
trunk, therefore dock bouncing doesn't work.
