No, I think the branch should only be for the part of the GUI with tkhtml. Because since we're going to be moving to the new CL in SVN anytime soon, then I think those events will already be worked on in the trunk. So when you do changes like that for the events, you could do them in the trunk, then just merge the trunk to your branch... But I think that if you commit those events in your branch only, because it will probably be easier for you, then it won't be a problem, we can live with that. But only if it's CW-related events, all CL-related events should be in the trunk.
