Are you sure it's for the rest of the site, not just the rest of /csv/* below
20 requests? Try using +rr1 to make sure that you've got the full Request
Report.

Actually, the "FILEEXCLUDE /*" isn't needed: FILEINCLUDE will first discard
everything else, and then only include the INCLUDEd stuff.
