No, they're not that. The referrer is the page which referred someone to a
particular file. There are two main ways in which this happens. First, when
someone follows a link, it's the page they've come from. Secondly, if there
are graphics on a page, that page is reckoned to be the referrer for those
graphics. Both of these are likely to cause your home page to be your most
common referrer.
If you prefer, you can use the REFREPEXCLUDE command to exclude internal
referrers from the Referrer Report, and so just list the external ones.
