I'm a bit confused by ARGSEXCLUDED command because it seemed
do not work. Here is the situation:
in failed referrer report

and I add
ARGSEXCLUDE http://panda.icm.ac.cn/cgi-bin/analog/anlgform1.cgi
but the report was the same. I've searched the docs but failed
to find the answer. I need your instruction.
