No, it's not really. Well, you could look at it that way, but it's in fact
giving the actual rate of requests.

Suppose you travelled 12 miles in quarter of an hour. You would be happy to
say that you were travelling at 48 miles an hour, without any guess as to
how far you were going to have travelled by the end of the hour.
