I don't use WebStar so can't answer the part of your query relating to
logfile forma, but...

The config command isn't really too long, but it does have a space in
it. You need to change the outfile's name to may99.html (without the
space) or (possibly) enclose the filename in quotes.
The rest of the error messages don't appear to be fatal (except for the
logformat stuff).
