Did you try both

HOSTALIAS 10.71.*.*   "Test"
HOSTEXCLUDE 10.71.5.5

and

HOSTEXCLUDE 10.71.5.5
HOSTALIAS 10.71.*.*   "Test"

I don't know which way Analog processed the inclusion, but one of the above might
work.
