For most commands it doesn't matter. But sometimes it can. For example:
  (1) If you have both an INCLUDE and an EXCLUDE of the same type, then the
      order matters: including a but excluding b is quite different from
      excluding b but including a.
  (2) LOGFORMATs only apply to LOGFILEs later in the same configuration
      file. (It would be much more confusing if they could spread further.
      If you need them to spread further, use DEFAULTLOGFORMAT).
