No, they are never interchangeable.
What happens is that sometimes the same name is used for a type of item and
for a report -- e.g. The Referrer Report lists (a type of item called)
referrers. Where there is no ambiguity, the INCLUDE for the report is just
given the short name -- e.g. TYPEINCLUDE. But the INCLUDE for the Referrer
Report can't be called REFINCLUDE because that is already the INCLUDE for
the referrer item, so it's called REFREPINCLUDE instead. (This example is
expanded in docs/include.html).
