The only options for wa in the CGI interface are wa=1 (WARNINGS ON) or 
wa=0 (WARNINGS OFF).

wa=-L is not valid, therefore you get the default warnings behaviour for 
the CGI interface, which is WARNINGS FL.

I think you misunderstand. This is the URL used to run the CGI.

Note the "wa=-L" in there. Now if I add "&qv=1" to the above, it displays 
"WARNINGS ON". If I remove the wa variable and leave qv=1, it displays "WARNINGS
FL". The analog.cfg file in the current directory of the CGI and analog 
executables has a "WARNINGS -L" statement in it. I know that this config file is
being used, because if I add "PRINTVARS ON" the CGI now displays:

With CGI wa=-L

Warning types on: all
Debugging types on: none


CGI without wa set to anything

Warning types on: FL
Debugging types on: none


The source code for the CGI reveals that setting the wa variable sets either 
WARNINGS all on or FL, and does not set WARNINGS to the value given in the CGI 
wa variable.
