Sort of. The filename is taken to be the bit before the question mark for
the purpose of determining if it's a page.

Yes, but only if you're on Unix. Then you can use something like
  FILEALIAS REGEXP:(.*)\?(.*) $1:$2
The non-regular-expression FILEALIAS isn't quite powerful enough, because
there's no way to specify a question mark. (This is a mis-feature, but it
rarely causes a problem).

Yes, you can use TYPEEXCLUDE.
