Maybe they're all below the FLOOR? Try REQFLOOR 1r.

If that doesn't work, try REQINCLUDE * to check you can get them to appear
that way.

You could also try SETTINGS ON to list the interpretation of your current
configuration.

Does it come from a distinctive host that you can exclude?
