Sorry Stephen and Jeremy. REQFLOOR is 0r, and I reran Analog to check FAIL*
which are of course empty. So yes, 206 is considered a successful request.
Indeed, Analog does say there are 1353 206's, only refuses to list them.

REQINCLUDE *
saved the day. well, the morning.
'cause REFERRER and REFSITE, with equal FLOORs exhibit the same behaviour.

which are obviously explained by the fact that I REFEXCLUDE intrasite referrals.
Geez, I love Analog.
So I summerize for whoever else out there wants to make a bailout report:
