I solved the problem with the working directory tip. Furthermore I have a small analog.cfg in the cgi-bin folder with one line inside, a reference to the e:\analog\analog.cfg file. These are the setting in the E:\analog\analog.cfg I added, everything else is from the example file. The steps I went through are identical to yours. Have you run the anlgform.pl from the command line? Usually you will be a more detailed message regarding the problem.
