Well, the reason is that, for example,
  http://www.statslab.cam.ac.uk/%7Esret1/
is the same as
  http://www.statslab.cam.ac.uk/~sret1/
so they should be reported together.

The only characters which aren't converted are ? & and % . But = shouldn't
be converted and won't be in the next version. The reason is that, for
example,
  http://www.statslab.cam.ac.uk/searh.pl%3Fsret1
ISN'T the same as
  http://www.statslab.cam.ac.uk/search.pl?sret1
The second is the file search.pl with search argument sret1. The first is
the rather implausibly-named file "search.pl?sret1".
