aha!

1. when specifying an include that matches part of the string following
? in an URL, u r matching a sub-item.

2. "A sub-item is listed in a hierarchical report only if ... [among
other things] ... its immediate parent is listed."

therefore:

3. u have to remember that u must also add another pattern that matches
the part before the ?.

(excludes don't have this problem. hence the asymmetry that i noted.)
