All previous answers are wrong. :)

Sorry, you can't. They're deliberately stripped off (alias.c, line 216 for
anyone who cares).

The reason is the following. Suppose you clicked on
<a href="page.html#name">, scrolled around a bit, and then followed a
link. Then some broken browsers report the referrer as page.html#name,
whereas it should be page.html.
