Daphne,
As Jeremy has suggested the path you have specified for LANGFILE and
DOMAINSFILE must not be correct. Once you get this corrected it should
run from the command line. The problem with the Perl script is that it
is not even finding (or finding but not being able to read) the config file
so it isn't reading what you have put in the config file for paths. Make
sure you have the correct full path to the config file in your form and
that the config file has the proper permissions set on it.
