Commas separate arguments, so your last command is equivalent to
FILEINCLUDE /Vacations/0
FILEINCLUDE *
But you can use commas in regular expressions (version 4.14 or later), and
they don't have this special meaning. The equivalent of your command would
be
FILEINCLUDE REGEXP:/Vacations/0,.*
