I don't know how your web form is setup, but it's possible that (a)
there are mandatory defaults on your system that override it or (b)
your form is not providing the request floor it claims it is.

No, each file is listed in the report with the number of requests that
came in for it. So the last items actually listed in the report should
be 20 requests.

Because the majority of web sites using Analog have hundreds or
thousands of web pages and most people are only interested in the top
pages.

Well you can't have 0 requests -- those items won't show up in the
logs. The least you could have would be 1 request for an item.

It's 20 requests for that item. If the item happens to be defined as a
page, then it's also (by definition) 20 requests for that page. If you
choose REQINCLUDE pages (or "Pages Only" as your form seems to have)
then you will only see requested items that are defined as pages show
up in the report.
