Some people can't upgrade. I just had a message from a VMS user the other
day -- Netscape 3 is the latest version of Netscape on VMS (IIRC). I know
someone else who has an old computer at work that crashes on any newer
version of Netscape.

Anyway, if your site can't be viewed on 3.x browsers, it can't be listened
to on speaking browsers for the blind.
