My advice is to forget it.  Take AOL for instance.  There is no correlation
between IP addresses of the AOL proxies and the physical location of the
user.  An aol.com user could be from any state, or from any continent.
Furthermore, AOL will often assign random proxies for each request, so that
each page and each image loaded by an AOLer can originate from a completely
different address.
