Let me have a look... Yes, the FLOOR was by requests in 4.1, and is now by
pages.
I think I changed it because on raw requests, graphical browsers get an
inflated figure relative to non-graphical browsers. I guess I didn't think
of separate browser logs when I changed it though, because most people have
combined logs now.
