If you are using Apache, it's easier to use APACHELOGFORMAT than LOGFORMAT.
Having said which, your LOGFORMAT looks OK. If the Referrer Report appears,
that would confirm that it is OK.

Do you also have some SEARCHENGINE commands? It can't make the search
reports without those.

The latter. It remembers all the referrers in the logfile, and then at the
end forms the Referrer Report and the search reports from those.
