Not in one step. See http://analog.cx/docs/faq.html#faq128 for reason
why.

You can run a report of your whole site and get the top 25 entries in
the search queries, then run a report for each of those showing the
top n requests using REFINCLUDE to match each search query.

To script this, you might use COMPUTER output format for the first
pass. See http://analog.cx/docs/computer.html for details.
