Cookies is the best way. If you have cookies in your logfile and define the
cookie as a "user", analog will measure the number of users.
There is no way to make analog use IP+UA. But that way is usually less
accurate, because you get lots of people from one ISP using the same IP
address and the same user agent (a recent IE, say).
As you noted, every method has problems. There really isn't a good way to
count the number of visitors accurately. See docs/webworks.html.
