Try clearing your temporary internet files out - you may have gotten a corrupt download (it happens) and your computer is constantly using the cached file instead of downloading a fresh copy. I've just downloaded it fine myself.

Clear out your Temporary Internet Files (Tools|Internet Options|Delete Files I think) then try downloading again.

If all else fails I'll email the zip to you.
