I just added FAILLINKINCLUDE pages to my .cfg, and turned on the failure report, and I get links. Note that you will have to specify BASEURL for the links to work. Not all failures are 404s. If you see failures on a page that you don't expect, run a seperate report on just that file (FILEINCLUDE /denstar+web/bailey11.html) and look at the status code report.
