There is no way to do this in analog. The full list of INCLUDE/EXCLUDE commands is HOSTINCLUDE and HOSTEXCLUDE; FILEINCLUDE and FILEEXCLUDE; BROWINCLUDE and BROWEXCLUDE; REFINCLUDE and REFEXCLUDE; USERINCLUDE and USEREXCLUDE; VHOSTINCLUDE and VHOSTEXCLUDE; and STATUSINCLUDE and STATUSEXCLUDE. You might be able to do this with a pre-processor that removes those lines from the log files.
