The line above the report says:
 Listing browsers with at least 1 request for a page, sorted by the 
number of requests for pages.

"1 request for a page" is the "Floor" for the report.

To specify a Floor of 1 Request, rather than 1 Page (as you aren't 
logging anything that can be defined as a Page request), use

BROWREPFLOOR 1r

To get rid of the warning about the Sort not matching the new Floor, you 
can add

BROWREPSORTBY requests
