Yes really. "highest-priority enhancement" == "it is critical that we
should add this but it is additional functionality, not a fix to active
breakage", not "if we do not add this immediately, everyone will start
bleeding from the eyes, so fixing this should be next on the to-do". It's
not equivalent to "something is broken and needs unbreaking now": I assume
that the BZ conversion just looked at priorities rather than ticket classes.
