The question you ask is actually written "QvY" and is related to "Qv" meaning "Cord" or "Measure" (to measure) Looking at the Pictures one sees "Qv" "Y" "Cord Me" or "Cords" meaning "Measure Me' or "Measures" Because the Noun YHVH follows this we can see "Who Measures" Because a "Cord" is gathered it's "bound" and could be held back as if waiting.
