You can at all times sell a software licenced under an Open Source licence, as long as the person to whom you sell it, gets the rights attached to it. So Yes!! you can develop and sell software developed in Android. It is also important to note that Android is licenced under two licencses: GLPv2 for the linux Kernell and Apache Software Licence v2 for the software API and applications. Google chose Apache Software Licence v2 because it is a more permissive licence that allows propietary redistributions. So, answering your questions, yes, you can develop applications and sell them as propietary software.
