Neither.

"android.img.bz2" and "android-installer.deb", in the world of devices 
like the N810, are the equivalent of a Ubuntu boot CD, or a Windows 
install CD, or whatever. They are the way to install the operating 
system -- in this case, a modded N810 firmware that contains Android.

If you want to deploy an application on Windows, it is unlikely you will 
be able to get Microsoft to include it in the Windows installer. 
Instead, you have people install Windows on their PC, then download and 
install your application.

If you want to deploy an application on Ubuntu, it is significantly 
easier to get it shipped with the OS, but it's still not all that likely 
and not all that easy. Instead, you usually have people install the OS, 
then download and install your application.

Similarly, on a device, the "default" mode of operation will be for 
people to install the modded N810 (or whatever) firmware, then install 
your application using the same Android application installation process 
as other devices do. Right now, of course, there *are* no devices, and I 
personally don't know how they're doing application installs on the 
modded N810. Over time, though, this should clear up, and an N810 should 
(in theory) be able to install applications from the Android Market, or 
over USB, or whatever.

It is conceivable that you could re-mod the modded N810 firmware to 
bundle your application in with Android. I have no idea how easy or 
difficult this is, and I have no idea if anyone will be willing to 
install your firmware on their device.
