I'm not aware of any actual Android devices for sale as of yet. Everyone is eagerly awaiting the release of the HTC "Dream" which is rumored to become available in Oct, but then "second half of this year" but then there were other rumors that not till Q1 next year. So who knows. Until then, you can do dev on their emulator, which is very full featured for an emulator. The emulator is free with their SDK (which is also freely available).
