Hello: I had a similar problem, for some reason the kernel-qemu file was not copied from the original .zip file.
Open the SDK zip file and copy manually the missing file to the destination directory (D:\android-sdk-windows-1.0_r1\tools\images\). I don't know if it's a WinXP bug or what, but some files are not copied when you expand the .zip file. I hope this helps.
