Don't think about hardware. Think about user capabilities.

For example, take the "basic number pad". On some devices, that might be 
hardware. On some devices (e.g., in-car displays, G1), it might be via a 
touchscreen. However, it's pretty much a guarantee that there will be 
some sort of numeric input system, just because you need to be able to 
enter phone numbers.

Similarly, the direction pad might be a D-pad, or a joystick, or a 
joyball, or a touchpad (not a touchscreen), or something else entirely. 
But there will always be some facility for the user to choose things 
that appear on the screen (e.g., contacts).

By "always", I assume you mean "presently".

In other words, you assume that the iPhone will be "always consistent". 
"Always" is a rather long time. If Apple comes out with the iPhone Nano, 
with no touchscreen and a clickwheel + number pad, then the "always 
consistent iPhone specs" will no longer be consistent. Ditto if they add 
models with sliding keyboards or the like. And, of course, don't forget 
the minor inconsistency that is the iPod Touch (no telephony).

It is not safe to assume any platform will be "always consistent" in the 
fullness of time. Either the platform is "presently consistent" and 
"always changing", or the platform is "dead".
