I am trying hard to find information on changing the key layout in the system. What I read so far suggests to me that the values assigned to the keys on any certain device are interpreted in an immutable way in the system, and in order to play with the layout the best you can do is change what your application does in response to each keypress.
For example, if I wanted to allow owners of QWERTY keyboard-bearing Android devices to adjust their key layouts to the Dvorak layout (like I use), there doesn't appear to be the appropriate flexibility in the system to make it possible that I can change the key map in the system. It seems I would be able to make a program that interprets the keys as though they were Dvorak keys, but that the keyboard would only seem to be a Dvorak keyboard within the confines of that program.
