It is *not* down. There are no index.html file in that file, so browsers show a 404 error, but Eclipse does not care about it and look for site.xml, which *is* present.
For some reason, some people fail to access the update site using https. If that happens try http. This page: http://code.google.com/android/intro/installing.html contains a lot of troubleshooting information regarding the installation of the plugin, including a link to an archived version of the plugin. Please make sure you have tried everything mentioned in the installation steps.
