The SMS messages will be charged because they are infact delivered to your 
handset.

Are you sure you can accomplish this?  I mean I think you can make an
app that automatically removes messages from the blocked users, but I
do not think you can actually prevent them from being received on the
phone itself.  That would be something T-Mobile would have to
implement on their end to not propagate the messages you do not want.
I would love for this feature to be implemented since I keep getting
weird/unwanted SMS from people who probably are not aware of the
number change.
