This is more about the G1 specifically rather than about beginning application development for Android, but I'll reply anyway.
Go to settings (press the menu key on the home screen), select "about phone" (all the way at the bottom), scroll down to the last option (build number). The latest builds are TC4-RC30 for US devices, and TC5-RC8 (I think) for UK devices. If you've just activated your device, it can take up to a few days before you receive your first update if one is necessary. Be patient.
