No it does not.

Did you use any older SDK such as a M3, M5 or 0.9? You might have a
stale userdata.img
Under XP, go to C:\Documents and Settings\<username>\Local
Settings\Application Data\Android and remove everything, then start
the emulator again. Let us know if that helps.
