Thanks to the user who mentioned his problem in Iran. I'm in Macau S.A.R., People's Republic of China.
I previously tried all combinations of https:// and http:// with and without /site.xml in the path and none of them worked. Then I tried proxying my eclipse network traffic via a proxy in the United Kingdom (Window -> Preferences -> Network Connections) and the http:// URL worked fine. Since China's 'golden shield' does not affect the S.A.Rs of Hong Kong and Macau, I can only assume that this is filtering on Google's side. This is the first time I notice any kind of internet filtering based on my current location (apart from the BBC News website, where some of the video content is exclusive to British TV tax payers).
