An open phone operating system means there is the potential to install 
it on most anything.

As an example, to install Linux on a Kenmore dishwasher, you need:

1. A Kenmore dishwasher capable of installing an operating system.

2. A version of Linux ported to the Kenmore dishwasher.

In your case, to install Android on another phone, you need:

1. A phone that is capable of flashing an alternative firmware.

2. A firmware containing Android ported to that phone.
