You just need to have an Internet connection, one way or another. You can set up a WiFi connection, but this can't be done directly. You have to use "adb shell" command from SDK, to log on to the device. Then you have to type "am start -a android.intent.action.MAIN -n com.android.settings/.Settings" This will run an activity with WiFi settings. After all is set up, you just return to the previous screen and now you can log on to Google account, so the phone starts working.
