Probably not. Right now, Android largely prohibits applications from locking things down, because Android itself cannot tell if that is for legitimate reasons like yours or because it is malware. There is no question that there *are* legitimate reasons for lockdowns, whether it is parental control or corporate control over corporate-owned devices.
