Not the user is needing the key, it's the developer (you) who needs
the google maps key.

Each developer gets his own key. Guess it's there to prevent abusing
and allowing google to ban a certain developer from their API (i.e.
who violated against the Google Maps/android terms of service, i.e. by
developing an application which will do realtime gps tracking/route
updating which is not allowed at the momet afaik, at least i read it
somewhere)

In other words, when you get an key from google maps and use this key
in your android app, the user won't need to get a key too.
